Referring to your Confidential Despatch of the 24th August, 1904, enclosing for the information of my Government copies of a Memorandum (No. 326/M.) by the Colonial Defence Committee on Hospital Accommodation in War at Hongkong, in which Memorandum you had concurred, I have the honour to transmit herewith the Proceedings of a Meeting held here on the subject on the 19th instant.

2. I also enclose a copy of a letter from the Commander-in-Chief on the China Station concurring generally with the Proceedings and requesting that a copy of them might be furnished to the Admiralty, and of a letter from the General Officer Commanding in South China concurring in the arrangements indicated and stating that, in so far as they affect action by the Military and Civil Departments, they will be embodied in the next revision of the Defence Scheme.
